Agri-environmental conservation – the case for an environmental levy AgEcon
Crean, Jason.
Recent environmental assessments have highlighted the extent of land degradation in Australia and the significant costs involved in addressing it. With projected investment costs running into tens of billions of dollars, it is not surprising that greater attention is now being focussed on who should pay. One idea gathering significant momentum has been the imposition of an environmental levy. Such a levy would raise public funds to be spent on resource degradation issues and has been proposed to work through the taxation system in a similar fashion to the Medicare levy, albeit for a more limited 10 year period. The paper assesses the arguments behind the imposition of an environmental levy and considers some of the issues associated with its effective...

Parvez, Md Rezwanul; Janssen, Larry; Stover, Ronald; Reitsma, Kurt D.; Smart, Alexander.
In this poster, we report selected socio-economic findings from analysis of the Bad River Water Quality project (BRWQ) implemented in western South Dakota from 1990 through 2004. An overview of various BRWQ project phases are presented, along with analysis of cost of conservation practices applied and local landowners current assessment of the practices implemented from 1990 – 2004.

Cost-Responsiveness of Conservation Practice Adoption: A Revealed Preference Approach AgEcon
Lichtenberg, Erik.
While there is current interest in reorienting agricultural policy toward environmental and resource conservation goals, relatively little is known about the influence of cost on conservation adoption decisions or about how farmers combine multiple practices into an overall conservation package. Using farmer survey data combined with information on standard unit installation costs, this study estimates latent demand models for seven on-farm conservation practices. All of the practices exhibit downward-sloping demand. Topographical variations in adoption conform to expectations. The estimation results suggest that cost sharing should have substantial effects on the adoption of several practices, and indicate strong complementarity among others.
